พล.ต.ต.ชูฉัตร  ธารีฉัตร รองผู้บัญชาการ สำนักงานตรวจคนเข้าเมือง เปิดเผยว่า “ปีนี้สำนักงานตำรวจแห่งชาติ ได้มอบหมายให้สำนักงานตรวจคนเข้าเมืองเป็นเจ้าภาพจัดการประชุมอธิบดีกรมตรวจคนเข้าเมือง และหัวหน้าฝ่ายกงสุล กระทรวงการต่างประเทศอาเซียน (DGICM) ครั้งที่ 26 และการประชุมที่เกี่ยวข้อง ซึ่งมีกำหนดจัดขึ้นระหว่างวันที่ 7 – 11 สิงหาคม 2566 ณ โรงแรมอังสนา ลากูน่า ภูเก็ต สำหรับการประชุม “DGICM” คือ การประชุมผู้นำระดับอธิบดี หรือ ผู้บัญชาการตรวจคนเข้าเมือง หัวหน้าฝ่ายกงสุล ในกลุ่มประเทศอาเซียน 11 ประเทศ รวมประเทศติมอร์เลสเต ซึ่งเป็นสมาชิกอาเซียนล่าสุดเข้าร่วมสังเกตการณ์ โดยเริ่มมีการประชุมกันมาตั้งแต่ปีพ.ศ. 2539 หมุนเวียนกันเป็นประเทศเจ้าภาพ มีวัตถุประสงค์หลักเพื่อแลกเปลี่ยนแนวคิดและทำข้อตกลงในการร่วมมือกันพัฒนาความเข้มแข็งเพื่อสกัดกั้นการเคลื่อนย้ายผ่านแดนของบรรดาอาชญากรรมข้ามชาติ การลักลอบเข้าเมือง และการค้ามนุษย์ ในเขตภูมิภาคเอเชีย และภูมิภาคใกล้เคียง ซึ่งประเทศไทยเคยเป็นเจ้าภาพมาแล้วเมื่อปี พ.ศ.2545 และปี พ.ศ.2555”

“สำหรับสถานการณ์การผ่านแดนในปัจจุบัน มีการเปลี่ยนแปลงไปมาก โดยเฉพาะการอำพรางตัวตนโดยการเปลี่ยนสัญชาติที่หลากหลาย การเคลื่อนย้ายไปฝังตัวยังประเทศหนึ่งเพื่อก่อเหตุให้ส่งผลต่อเป้าหมายในอีกประเทศหนึ่ง โดยเฉพาะคดีเกี่ยวกับอาชญากรรมทางเทคโนโลยี และคดีทางการเงิน ดังนั้น หน่วยงานด้านกงสุลและตรวจคนเข้าเมือง จึงต้องผนึกความร่วมมือ ทั้งด้านการข่าว ด้านเทคโนโลยี ด้านกฎหมาย เพื่อให้เกิดกลไกการปฏิบัติร่วมกันอย่างคล่องตัว จึงเป็นที่มาของแนวคิดการประชุมที่ว่า “Building Security, Fostering Collaboration and Sustaining the Future” โดยประเทศที่ร่วมประชุม นอกเหนือจาก กลุ่มชาติสมาชิกอาเซียนทั้ง 11 ประเทศ ยังมี เลขาธิการอาเซียน ผู้แทนประเทศออสเตรเลีย และประเทศคู่เจรจา +3  ได้แก่ สาธารณรัฐประชาชนจีน ญี่ปุ่น และสาธารณรัฐเกาหลี เข้าร่วมประชุมด้วยเช่นกัน”

สำหรับประเด็นสำคัญในการประชุมหารือ DGICM ครั้งที่ 26 เป็นไปตามหัวข้อสารัตถะสำคัญได้แก่
• การประชุมอาเซียนว่าด้วยหัวหน้าด่านหลักตรวจคนเข้าเมือง (ASEAN Heads of Major Immigration Checkpoints Forum หรือ AMICF)
• การประชุมหัวหน้าผู้เชี่ยวชาญด้านการลักลอบขนคนเข้าเมือง (Heads of Specialist Unit on People Smuggling Meeting – HSU)
• การประชุมอาเซียนว่าด้วยความร่วมมือด้านการข่าวหน่วยตรวจคนเข้าเมือง (ASEAN Immigration Intelligence Forum หรือ AIIF)

นอกจากนั้น ยังมีเวทีการประชุมกับประเทศคู่เจรจาอีก 2 เวที ได้แก่ การประชุม DGICM กับคู่เจรจา ออสเตรเลีย และ การประชุม DGICM กับคู่เจรจา + 3 ได้แก่ประเทศ จีน ญี่ปุ่น และเกาหลีใต้ โดยมีการประชุมเต็มคณะโดยอธิบดีกรมตรวจคนเข้าเมืองและหัวหน้าฝ่ายกงสุลกระทรวงการต่างประเทศด้วย

“ผลการประชุมหารือในทุกด้าน ตั้งแต่วันที่ 7 สิงหาคมเป็นต้นมา เป็นไปด้วยความเรียบร้อย ทั้งด้านสารัตถะซึ่งปรากฏผลความร่วมมือที่เป็นไปในทิศทางที่ดี โดยมีประเด็นหลักด้านการแลกเปลี่ยนข้อมูลข่าวสาร การอัพเดทข้อมูลการติดต่อหน่วยงานตลอด 24 ชั่วโมง การศึกษาและนำเทคโนโลยีมาใช้ เช่น การยกระดับระบบเทคโนโลยีสารสนเทศโดยใช้การจัดเก็บและเปรียบเทียบข้อมูลอัตลักษณ์ด้วยภาพถ่ายใบหน้าและลายพิมพ์นิ้วมือ (BIOMETRICS) ในระบบงานตรวจเข้าออกราชอาณาจักร การควบคุมการพำนักคนต่างด้าว และการให้บริการคนต่างด้าว โดยใช้ระบบ Online e- Extension รวมถึงการลงข้อมูลบุคคลต้องห้ามให้เป็นระบบงานที่รองรับการพัฒนาของเทคโนโลยีในอนาคตอย่างมีเอกภาพ เพื่อการป้องกันการลักลอบผ่านแดนระหว่างประเทศ รวมถึงความร่วมมือของหน่วยงานตรวจคนเข้าเมืองในภูมิภาค เพิ่มขีดความสามารถความร่วมมือระหว่างหน่วยงานตรวจคนเข้าเมืองในกลุ่มประเทศอาเซียน และประเทศคู่เจรจา ให้เกิดการประสานงานปฏิบัติร่วมกันในการสกัดกั้น หรือปราบปรามการจับกุมได้อย่างทันท่วงที โดยเฉพาะในเรื่องอาชญากรรมข้ามชาติ ได้แก่การก่อการร้าย การลักลอบขนคนเข้าเมือง การค้ามนุษย์ และอาชญากรรมทางไซเบอร์ เป็นต้น ซึ่งเป็นจุดมุ่งหมายที่ สำนักงานตำรวจแห่งชาติ กำหนดเป็นยุทธศาสตร์สำคัญไว้”

ส่วนด้านการจัดงานในฐานะเจ้าภาพสำหรับปีนี้ สำนักงานตำรวจแห่งชาติได้เลือกพื้นที่จังหวัดภูเก็ตในการจัดงานเพื่อกระตุ้นบรรยากาศด้านการท่องเที่ยวของประเทศไทย หลังจากเผชิญเหตุวิกฤติโควิด-19 ซึ่งได้เชิญชวนประชาชนคนไทย และชาวภูเก็ตร่วมเป็นเจ้าภาพให้การต้อนรับคณะผู้เข้าร่วมประชุมนานาชาติกว่า 500 คน ซึ่งสำนักงานตำรวจแห่งชาติ ได้ดำเนินแผนรักษาความปลอดภัยและการจราจร เป็นไปด้วยความเรียบร้อย นอกจากนั้น ยังส่งเสริมเผยแพร่วัฒนธรรมไทย ด้วยการใช้อาหาร สิ่งของเครื่องใช้ของที่ระลึกจากงานฝีมือท้องถิ่น เพื่อส่งเสริมเอกลักษณ์ความเป็นไทยอีกด้วย รวมถึงตอบสนองแนวคิดตามมติสหประชาชาติในการลดภาวะมลพิษด้วยธีม Low Carbon meeting  เช่น การใช้วัสดุการประชุมที่รีไซเคิลได้ การใช้จอ LED เป็น Backdrop แทนวัสดุไม้หรือกระดาษ การลดการใช้เอกสาร การใช้ไม้กระถางตบแต่งสถานที่เพื่อการนำมาใช้ประโยชน์หลังประชุม การใช้ผลิตภัณฑ์ท้องถิ่นในการประชุม เป็นต้น เพื่อเป็นแบบอย่างการประชุมที่ทำลายสิ่งแวดล้อมให้น้อยที่สุด”

การประชุม DGICM ครั้งที่ 26 นับเป็นการประชุมครั้งสำคัญ ที่ผู้นำตรวจคนเข้าเมืองอาเซียนระดับอธิบดี และผู้นำตรวจคนเข้าเมือง รวมถึงหัวหน้าฝ่ายกงสุลจากประเทศที่มีบทบาทสำคัญวงล้อมรอบอาเซียนในฐานะคู่เจรจาอื่นๆ จะได้มาร่วมประชุมกัน เนื่องด้วยงานตรวจคนเข้าเมือง เป็นเหมือนประตูบ้านที่คอยสกัดกั้นการเดินทางของบุคคลที่เป็นภัยคุกคามต่อความสงบเรียบร้อยของประเทศ โดยเฉพาะอาชญากรตั้งแต่ระดับการก่อการร้าย ไปจนถึงระดับมิจฉาชีพ ซึ่งปัจจุบันมีการขยายตัวเป็นเครือข่ายควบคุมการพัฒนาทางด้านการคมนาคมขนส่ง และเทคโนโลยี เข้าลักษณะอาชญากรข้ามชาติ นี่จึงเป็นเวทีสำคัญที่จะหารือเพื่อปัองกันการแพร่ขยายความรุนแรงด้านความมั่นคง และอาชญากรรมระหว่างประเทศ ให้กับประเทศไทยและประเทศเพื่อนบ้าน” กล่าวปิดท้าย

พล.ต.ต. ชูฉัตร  ธารีฉัตร รองผู้บัญชาการ สำนักงานตรวจคนเข้าเมือง เปิดเผยว่า “ปีนี้สำนักงานตำรวจแห่งชาติ ได้มอบหมายให้สำนักงานตรวจคนเข้าเมืองเป็นเจ้าภาพจัดการประชุมอธิบดีกรมตรวจคนเข้าเมือง และหัวหน้าฝ่ายกงสุล กระทรวงการต่างประเทศอาเซียน (DGICM) ครั้งที่ 26 และการประชุมที่เกี่ยวข้อง ซึ่งมีกำหนดจัดขึ้นระหว่างวันที่ 7 – 11 สิงหาคม 2566 ณ โรงแรมอังสนา ลากูน่า ภูเก็ต สำหรับการประชุม “DGICM” คือ การประชุมผู้นำระดับอธิบดี หรือ ผู้บัญชาการตรวจคนเข้าเมือง หัวหน้าฝ่ายกงสุล ในกลุ่มประเทศอาเซียน 11 ประเทศ รวมประเทศติมอร์เลสเต ซึ่งเป็นสมาชิกอาเซียนล่าสุดเข้าร่วมสังเกตการณ์ โดยเริ่มมีการประชุมกันมาตั้งแต่ปีพ.ศ. 2539 หมุนเวียนกันเป็นประเทศเจ้าภาพ มีวัตถุประสงค์หลักเพื่อแลกเปลี่ยนแนวคิดและทำข้อตกลงในการร่วมมือกันพัฒนาความเข้มแข็งเพื่อสกัดกั้นการเคลื่อนย้ายผ่านแดนของบรรดาอาชญากรรมข้ามชาติ      การลักลอบเข้าเมือง และการค้ามนุษย์ ในเขตภูมิภาคเอเชีย และภูมิภาคใกล้เคียง ซึ่งประเทศไทยเคยเป็นเจ้าภาพมาแล้วเมื่อปี พ.ศ.2545 และปี พ.ศ.2555”

“สำหรับสถานการณ์การผ่านแดนในปัจจุบัน มีการเปลี่ยนแปลงไปมาก โดยเฉพาะการอำพรางตัวตนโดยการเปลี่ยนสัญชาติที่หลากหลาย การเคลื่อนย้ายไปฝังตัวยังประเทศหนึ่งเพื่อก่อเหตุให้ส่งผลต่อเป้าหมายในอีกประเทศหนึ่ง โดยเฉพาะคดีเกี่ยวกับอาชญากรรมทางเทคโนโลยี และคดีทางการเงิน ดังนั้น หน่วยงานด้านกงสุลและตรวจคนเข้าเมือง จึงต้องผนึกความร่วมมือ ทั้งด้านการข่าว ด้านเทคโนโลยี ด้านกฎหมาย เพื่อให้เกิดกลไกการปฏิบัติร่วมกันอย่างคล่องตัว จึงเป็นที่มาของแนวคิดการประชุมที่ว่า “Building Security, Fostering Collaboration and Sustaining the Future” โดยประเทศที่ร่วมประชุม นอกเหนือจาก กลุ่มชาติสมาชิกอาเซียนทั้ง 11 ประเทศ ยังมี เลขาธิการอาเซียน ผู้แทนประเทศออสเตรเลีย และประเทศคู่เจรจา +3  ได้แก่ สาธารณรัฐประชาชนจีน ญี่ปุ่น และสาธารณรัฐเกาหลี เข้าร่วมประชุมด้วยเช่นกัน”

สำหรับประเด็นสำคัญในการประชุมหารือ DGICM ครั้งที่ 26 เป็นไปตามหัวข้อสารัตถะสำคัญได้แก่

•    การประชุมอาเซียนว่าด้วยหัวหน้าด่านหลักตรวจคนเข้าเมือง (ASEAN Heads of Major Immigration Checkpoints Forum หรือ AMICF)

•    การประชุมหัวหน้าผู้เชี่ยวชาญด้านการลักลอบขนคนเข้าเมือง (Heads of Specialist Unit on People Smuggling Meeting – HSU)

•    การประชุมอาเซียนว่าด้วยความร่วมมือด้านการข่าวหน่วยตรวจคนเข้าเมือง (ASEAN Immigration Intelligence Forum หรือ AIIF)
นอกจากนั้น ยังมีเวทีการประชุมกับประเทศคู่เจรจาอีก 2 เวที ได้แก่ การประชุม DGICM กับคู่เจรจา ออสเตรเลีย และ การประชุม DGICM กับคู่เจรจา + 3 ได้แก่ประเทศ จีน ญี่ปุ่น และเกาหลีใต้ โดยมีการประชุมเต็มคณะโดยอธิบดีกรมตรวจคนเข้าเมืองและหัวหน้าฝ่ายกงสุลกระทรวงการต่างประเทศด้วย

“ผลการประชุมหารือในทุกด้าน ตั้งแต่วันที่ 7 สิงหาคมเป็นต้นมา เป็นไปด้วยความเรียบร้อย ทั้งด้านสารัตถะซึ่งปรากฏผลความร่วมมือที่เป็นไปในทิศทางที่ดี โดยมีประเด็นหลักด้านการแลกเปลี่ยนข้อมูลข่าวสาร การอัพเดทข้อมูลการติดต่อหน่วยงานตลอด 24 ชั่วโมง การศึกษาและนำเทคโนโลยีมาใช้ เช่น การยกระดับระบบเทคโนโลยีสารสนเทศโดยใช้การจัดเก็บและเปรียบเทียบข้อมูลอัตลักษณ์ด้วยภาพถ่ายใบหน้าและลายพิมพ์นิ้วมือ (BIOMETRICS) ในระบบงานตรวจเข้าออกราชอาณาจักร การควบคุมการพำนักคนต่างด้าว และการให้บริการคนต่างด้าว โดยใช้ระบบ Online e- Extension รวมถึงการลงข้อมูลบุคคลต้องห้ามให้เป็นระบบงานที่รองรับการพัฒนาของเทคโนโลยีในอนาคตอย่างมีเอกภาพ เพื่อการป้องกันการลักลอบผ่านแดนระหว่างประเทศ รวมถึงความร่วมมือของหน่วยงานตรวจคนเข้าเมืองในภูมิภาค เพิ่มขีดความสามารถความร่วมมือระหว่างหน่วยงานตรวจคนเข้าเมืองในกลุ่มประเทศอาเซียน และประเทศคู่เจรจา ให้เกิดการประสานงานปฏิบัติร่วมกันในการสกัดกั้น หรือปราบปรามการจับกุมได้อย่างทันท่วงที โดยเฉพาะในเรื่องอาชญากรรมข้ามชาติ ได้แก่การก่อการร้าย การลักลอบขนคนเข้าเมือง การค้ามนุษย์ และอาชญากรรมทางไซเบอร์ เป็นต้น ซึ่งเป็นจุดมุ่งหมายที่ สำนักงานตำรวจแห่งชาติ กำหนดเป็นยุทธศาสตร์สำคัญไว้”

ส่วนด้านการจัดงานในฐานะเจ้าภาพสำหรับปีนี้ สำนักงานตำรวจแห่งชาติได้เลือกพื้นที่จังหวัดภูเก็ตในการจัดงานเพื่อกระตุ้นบรรยากาศด้านการท่องเที่ยวของประเทศไทย หลังจากเผชิญเหตุวิกฤติโควิด-19 ซึ่งได้เชิญชวนประชาชนคนไทย และชาวภูเก็ตร่วมเป็นเจ้าภาพให้การต้อนรับคณะผู้เข้าร่วมประชุมนานาชาติกว่า 500 คน ซึ่งสำนักงานตำรวจแห่งชาติ ได้ดำเนินแผนรักษาความปลอดภัยและการจราจร เป็นไปด้วยความเรียบร้อย นอกจากนั้น ยังส่งเสริมเผยแพร่วัฒนธรรมไทย ด้วยการใช้อาหาร สิ่งของเครื่องใช้ของที่ระลึกจากงานฝีมือท้องถิ่น เพื่อส่งเสริมเอกลักษณ์ความเป็นไทยอีกด้วย รวมถึงตอบสนองแนวคิดตามมติสหประชาชาติในการลดภาวะมลพิษด้วยธีม Low Carbon meeting  เช่น การใช้วัสดุการประชุมที่รีไซเคิลได้ การใช้จอ LED เป็น Backdrop แทนวัสดุไม้หรือกระดาษ การลดการใช้เอกสาร การใช้ไม้กระถางตบแต่งสถานที่เพื่อการนำมาใช้ประโยชน์หลังประชุม การใช้ผลิตภัณฑ์ท้องถิ่นในการประชุม เป็นต้น เพื่อเป็นแบบอย่างการประชุมที่ทำลายสิ่งแวดล้อมให้น้อยที่สุด

“การประชุม DGICM ครั้งที่ 26 นับเป็นการประชุมครั้งสำคัญ ที่ผู้นำตรวจคนเข้าเมืองอาเซียนระดับอธิบดี และผู้นำตรวจคนเข้าเมือง รวมถึงหัวหน้าฝ่ายกงสุลจากประเทศที่มีบทบาทสำคัญวงล้อมรอบอาเซียนในฐานะคู่เจรจาอื่นๆ จะได้มาร่วมประชุมกัน เนื่องด้วยงานตรวจคนเข้าเมือง เป็นเหมือนประตูบ้านที่คอยสกัดกั้นการเดินทางของบุคคลที่เป็นภัยคุกคามต่อความสงบเรียบร้อยของประเทศ โดยเฉพาะอาชญากรตั้งแต่ระดับการก่อการร้าย ไปจนถึงระดับมิจฉาชีพ ซึ่งปัจจุบันมีการขยายตัวเป็นเครือข่ายควบคุมการพัฒนาทางด้านการคมนาคมขนส่ง และเทคโนโลยี เข้าลักษณะอาชญากรข้ามชาติ นี่จึงเป็นเวทีสำคัญที่จะหารือเพื่อปัองกันการแพร่ขยายความรุนแรงด้านความมั่นคง และอาชญากรรมระหว่างประเทศ ให้กับประเทศไทยและประเทศเพื่อนบ้าน” กล่าวปิดท้าย

พล.ต.ท.ภาคภูมิภิภัทฒ์ สัจจพันธุ์ ผู้บัญชาการตำรวจตรวจคนเข้าเมือง เปิดเผย กรณีนายชูวิทย์ กมลวิศิษฎ์ อดีตนักการเมืองชื่อดัง แถลงข่าวปฏิบัติการทลายภูเขาน้ำแข็งใต้น้ำ กรณีมีตำรวจสำนักงานตรวจคนเข้าเมือง (สตม.) คอยอำนวยความสะดวกให้กลุ่มทุนจีนสีเทา พร้อมเปิดหลักฐานการจัดตั้งมูลนิธิรับจดทะเบียนให้คนจีนพักอาศัยในไทยโดยผิดกฎหมาย ว่าเรื่องของการอยู่ต่อเป็นบริบทส่วนหนึ่งในเรื่องการอำนวยความสะดวกให้กับคนต่างด้าวที่มีความประสงค์ที่จะอยู่ในประเทศไทย ซึ่งมีหลักเกณฑ์ อย่างเช่นกรณีที่พูดถึง Thailand Elite มีมานานแล้ว บริษัท ไทยแลนด์ พริวิเลจ คาร์ด จำกัด อยู่ภายใต้การกำกับดูแลของการท่องเที่ยวแห่งประเทศไทย (ททท.) เป็นผู้ออกบัตร ทางสำนักงานตรวจคนเข้าเมืองมีหน้าที่กรณีที่คนต่างด้าวได้รับบัตรนี้มา สตม.มีหน้าที่ตรวจสอบว่าเป็นคนที่ได้รับบัตรมาถูกต้องหรือไม่ และจะตรวจสอบว่าเป็นบุคคลต้องห้ามหรือไม่ ถ้าได้รับบัตรมาอย่างถูกต้อง เป็นไปตามประกาศของกระทรวงมหาดไทยตามหลักเกณฑ์ที่กำหนด และไม่เป็นบุคคลต้องห้าม ไม่อยู่ในบัญชีของสตม.ที่ห้ามเดินทางเข้าประเทศหรือกรณีมีหมายจับ สตม.ต้องให้เขาอยู่ต่อ ฉะนั้นการพิจารณาการเดินทางเข้ามาของคนต่างด้าว ที่เข้ามาในราชอาณาจักรทางตม. จะพิจารณา 2 อย่าง คือคุณสมบัติครบหรือไม่ เป็นตัวตนคนเดียวกันตามพาสปอร์ตหรือไม่ ลายนิ้วมือไม่มีการปลอมแปลงและเป็นบุคคลต้องห้ามหรือไม่ ถ้า 2 กรณีนี้ครบ ทางสตม.ต้องอนุญาตให้เขาเข้าประเทศ ประเด็นก็คือ สตม.อนุญาตคนที่มีคุณสมบัติครบและไม่เป็นบุคคลต้องห้ามเข้าประเทศ แต่เราไม่รู้ว่าเขาจะมาทำผิดหรือทำถูก หากเขาทำผิดก็ต้องใช้การบังคับกฎหมายไปจับกุมให้ได้เร็วที่สุด พล.ต.ท.ภาคภูมิภิภัทฒ์ กล่าวว่า การเปลี่ยนประเภทการตรวจลงตรา การอนุญาตให้อยู่ต่อในราชอาณาจักรเราเข้มงวดมาตลอด 1]]>

พล.ต.ท.ภาคภูมิภิภัทฒ์ กล่าวว่า การเปลี่ยนประเภทการตรวจลงตรา การอนุญาตให้อยู่ต่อในราชอาณาจักรเราเข้มงวดมาตลอด 1 ปี เพราะรู้ว่าเป็นความอ่อนไหวที่คนต่างด้าวอาจจะอาศัยหลักเกณฑ์หรือกรณีเจ้าหน้าที่ ตม.ตรวจเอกสารไม่ครบถ้วนสมบูรณ์ ขณะนี้จะตั้งคณะทำงานในการทบทวนหลักเกณฑ์การขออยู่ต่อในราชอาณาจักรในแต่ละเหตุผล ทั้งเรื่อง มูลนิธิ การรักษาพยาบาล การศึกษาของสถานศึกษาเอกชนทั้งในระบบและนอกระบบ

อย่างที่นายชูวิทย์ บอกว่าโรงเรียนไม่กำหนดอายุ ถ้าเผื่อขออยู่บั้นปลายอายุ 50 ขึ้นไปทำไมโรงเรียนไม่กำหนดอายุตรงนี้เราจะกลับไปทบทวน แต่ก็เคยมีการหารือกันมาอย่างต่อเนื่องในมิติสิ่งหนึ่งของการเรียนรู้ที่ยอมรับเป็นสากลโลกคือการเรียนรู้เป็นเรื่องของการเรียนรู้ได้ตลอดชีวิต บางครั้งจะใช้อายุไปจำกัด ถามว่าเหมาะสมหรือไม่จะต้องไปหารือกัน เพราะคนต่างด้าวที่จะเข้ามาอยู่ด้วยเหตุผล Non ED จะต้องมีหนังสือรับรองจากสถาบันการศึกษา ฉะนั้นสถาบันการศึกษาจะต้องจัดตั้งให้ถูกต้อง ทุกสิ่งทุกอย่างในหลักเกณฑ์ของ สตม. เป็นเรื่องขององคาพยพของทุกหน่วยงานราชการที่เกี่ยวข้อง

ต่อไปทุกหน่วยงานราชการที่เกี่ยวข้องในมิติของการให้คนต่างด้าวอยู่ต่อในราชอาณาจักรต้องจับเอวกันให้แน่นๆ กอดกันให้แน่นๆ แนบแน่นยิ่งขึ้น ยกตัวอย่าง ตม.เชียงใหม่ที่มีปัญหาตั้งแต่ 2 พ.ย. ผู้การตม.5 ได้ไปทำMOU กับมูลนิธิ สถานศึกษา ว่าสถานบันการศึกษาต้องรายงานผลการเรียนของคนต่างด้าวที่ขออยู่ต่อในเรื่องของการศึกษาให้กับสำนักงานตรวจคนเข้าเมือง ตม.5 ในพื้นที่ทราบทุก 3 เดือน เป็นต้น

ถ้าไม่มีการรายงานผลการเรียนก็ถือว่าการอนุญาตสิ้นสุดจะต้องเดินทางออกนอกประเทศ ไปคุยกับมูลนิธิหากอนุญาตรับรองว่าคนต่างด้าวจะไปทำงานกับมูลนิธิไปตรวจสอบแล้วมูลนิธิจัดตั้งจริง ทางมูลนิธิจะต้องรายงานการจัดกิจกรรมที่คนต่างด้าวคนนี้ไปอยู่ในมูลนิธินั้นเป็นวงรอบด้วย ส่วนนี้เราทำแล้ว ไม่ใช่เราพึ่งทำ ทำก่อนที่จะมีกระแสข่าวออกมา

การเปิดตัว “e-Extension” การขออนุญาตอยู่ต่อประเทศไทย ระบบออนไลน์ ลดเวลา ขั้นตอนเพียง 3 นาที หลังการทดลองเปิดบริการ พื้นที่ กทม. ตั้งแต่ 10 ต.ค. คนแห่ใช้บริการ พบประสิทธิภาพคัดกรองเพิ่มขึ้น ตั้งเป้าขยายบริการทั่วประเทศ วันที่ 8 พฤศจิกายน 2565 ที่สำนักงานตำรวจแห่งชาติ (ตร.) พล.ต.อ.ดำรงศักดิ์ กิตติประภัสร์ ผู้บัญชาการตำรวจแห่งชาติ พร้อมด้วยพล.ต.อ.รอย อิงคไพโรจน์ รองผบ.ตร. พล.ต.ท.ภาคภูมิภิภัทฒ์ สัจจพันธุ์ ผู้บัญชาการสำนักงานตรวจคนเข้าเมือง เปิดตัวระบบการขออนุญาตเพื่ออยู่ต่อในราชอาณาจักรเป็นการชั่วคราวโดยวิธีการทางอิเล็กทรอนิกส์ หรือ “e-Extension” เป็นครั้งแรกของประเทศไทย โครงการนี้เป็นดำริของพล.ต.อ.สุวัฒน์ แจ้งยอดสุข อดีตผู้บัญชาการตำรวจแห่งชาติ ที่ต้องการพัฒนาระบบการให้บริการแก่ประชาชนเพิ่มความสะดวกแก่ผู้มารับบริการด้วยเทคโนโลยีผ่านระบบดิจิตอล สอดคล้องกับแนวทางในการพัฒนาให้เข้าสู่การเป็นภาครัฐทันสมัย และพล.ต.อ.ดำรงศักดิ์ กิตติประภัสร์ ผู้บัญชาการตำรวจแห่งชาติ จึงได้สานต่อการดำเนินงานดังกล่าวให้สำเร็จลุล่วง การให้บริการขออนุญาตอยู่ต่อในราชอาณาจักรเป็นการชั่วคราวด้วยวิธีการทางอิเล็กทรอนิกส์ (e – Extension) ของสำนักงานตำรวจแห่งชาติและสำนักงานตรวจคนเข้าเมือง เป็นการยกระดับและสร้างมาตรฐานการให้บริการคนต่างด้าวรูปแบบใหม่ด้วยการยื่นคำร้องขออนุญาตอยู่ต่อในราชอาณาจักรและชำระเงินค่าธรรมเนียมทางอิเล็กทรอนิกส์ ระบบดังกล่าวเป็นการนำร่องการขออยู่ต่อในพื้นที่กรุงเทพมหานคร สำหรับคนต่างด้าวที่มีถิ่นพำนักอยู่ในกรุงเทพฯ หรือมีสถานที่ทำงานของรัฐในเขตกรุงเทพ ฯ]]>

โครงการนี้เป็นดำริของพล.ต.อ.สุวัฒน์ แจ้งยอดสุข อดีตผู้บัญชาการตำรวจแห่งชาติ ที่ต้องการพัฒนาระบบการให้บริการแก่ประชาชนเพิ่มความสะดวกแก่ผู้มารับบริการด้วยเทคโนโลยีผ่านระบบดิจิตอล สอดคล้องกับแนวทางในการพัฒนาให้เข้าสู่การเป็นภาครัฐทันสมัย และพล.ต.อ.ดำรงศักดิ์ กิตติประภัสร์ ผู้บัญชาการตำรวจแห่งชาติ จึงได้สานต่อการดำเนินงานดังกล่าวให้สำเร็จลุล่วง

การให้บริการขออนุญาตอยู่ต่อในราชอาณาจักรเป็นการชั่วคราวด้วยวิธีการทางอิเล็กทรอนิกส์ (e – Extension) ของสำนักงานตำรวจแห่งชาติและสำนักงานตรวจคนเข้าเมือง เป็นการยกระดับและสร้างมาตรฐานการให้บริการคนต่างด้าวรูปแบบใหม่ด้วยการยื่นคำร้องขออนุญาตอยู่ต่อในราชอาณาจักรและชำระเงินค่าธรรมเนียมทางอิเล็กทรอนิกส์

ระบบดังกล่าวเป็นการนำร่องการขออยู่ต่อในพื้นที่กรุงเทพมหานคร สำหรับคนต่างด้าวที่มีถิ่นพำนักอยู่ในกรุงเทพฯ หรือมีสถานที่ทำงานของรัฐในเขตกรุงเทพ ฯ ซึ่งได้เปิดให้บริการในส่วนของเหตุผลหรือความจำเป็น ในการขออยู่ต่อฯ จำนวน 12 เหตุผล ดังนี้ 1.เพื่อการท่องเที่ยว, 2.ครูในสถานศึกษาของรัฐ, 3.ศึกษาในสถานศึกษาของรัฐ, 4.อยู่ปฏิบัติงานในส่วนราชการ, 5.เดิมคนไทย, 6.ครอบครัวผู้มีถิ่นที่อยู่, 7.สื่อมวลชน, 8.ฝึกสอน ค้นคว้าวิจัยในหน่วยงานของรัฐ, 9.ติดตั้งซ่อมแซมเครื่องจักร, 10.ผู้เชี่ยวชาญด้านการแพทย์, 11.ผู้ควบคุมพาหนะประจำพาหนะ และ 12.สถานทูตให้การรับรองและร้องขอ

“เนื่องจากในแต่ละปี ประเทศไทยมีคนต่างด้าวยื่นขออนุญาตอยู่ต่อในราชอาณาจักรเป็นการชั่วคราว เฉพาะในส่วนของเหตุผลหรือความจำเป็น 12 เหตุผลดังกล่าว มากกว่า 2 แสนคนต่อปี และมีแนวโน้มเพิ่มขึ้นเรื่อยๆ ซึ่งในพื้นที่กรุงเทพ ฯ มีผู้มาขอรับบริการเป็นจำนวนมาก ทำให้คนต่างด้าวใช้เวลาค่อนข้างนานในการขอรับบริการแต่ละครั้งโดยเฉลี่ยต้องใช้เวลารอเข้ารับบริการประมาณ 1 – 2 ชั่วโมง”

ในกรณีคนต่างด้าวเปลี่ยนมาขอรับบริการผ่านระบบ“e – Extension” (Electronics Extension of Temporary Stay in The Kingdom : e – Extension) คนต่างด้าวสามารถดำเนินการกรอกข้อมูลได้ด้วยตนเองตลอดเวลา ผ่านระบบออนไลน์บนอุปกรณ์โทรศัพท์มือถือและคอมพิวเตอร์ผ่านเว็บไซต์ และเข้ามาพบเจ้าหน้าที่เพื่อยืนยันตัวบุคคลและรับสติ๊กเกอร์วีซ่าโดยใช้เวลาไม่เกิน 3 นาทีเท่านั้น

โครงการดังกล่าวลดขั้นตอนและระยะเวลาในการดำเนินการ ทำให้คนต่างด้าวสามารถกำหนดนัดหมายวันเวลาขอรับสติ๊กเกอร์วีซ่าได้ด้วยตนเอง นับเป็นมิติใหม่ของการยื่นขออนุญาตอยู่ต่อในประเทศไทย บริการ “e – Extension” ได้มีการทดลองระบบโดยเปิดให้คนต่างด้าวขอรับบริการ ตั้งแต่วันที่ 10 ตุลาคม ที่ผ่านมา มีคนต่างด้าวให้ความสนใจและเข้ามาทดลองใช้งานผ่านระบบเป็นจำนวนมาก ซึ่งระบบสามารถใช้งานได้เป็นอย่างดีจนได้รับความพึงพอใจจากผู้มารับบริการและมีแนวโน้มเพิ่มมากขึ้น

1 พ.ย. 2565 – จากกรณีมีการเผยแพร่ภาพ ผู้โดยสารปริมาณหนาแน่นมากบริเวณจุดรอเข้ารับการตรวจหนังสือเดินทางขาเข้า ด่าน ตม.สนามบินสุวรรณภูมิ พร้อมข้อความระบุว่า “สุวรรณภูมิแตก นักท่องเที่ยวแห่เข้าไทย” โดยวิจารณ์ว่าเป็นภาพที่ไม่เคยปรากฏมานาน นับตั้งแต่สถานการณ์โควิดระบาดรุนแรงเกือบ 3 ปี

ล่าสุด พล.ต.ต.เชิงรณ ริมผดี ผบก.ศท.ตม. ในฐานะโฆษกสำนักงานตรวจคนเข้าเมือง กล่าวว่า ภาพดังกล่าวเป็นภาพผู้โดยสารที่กำลังรอรับการตรวจหนังสือเดินทางที่ขาเข้า ด่าน ตม.สนามบินสุวรรณภูมิจริง

โดยได้รับข้อมูลจากเจ้าหน้าที่ว่า เหตุดังกล่าวเป็นสถานการณ์ เมื่อวันที่ 30 ต.ค. เวลา 13.00-17.00 น. ซึ่งมีเที่ยวบินลงถึง 76 เที่ยวบิน หรือ ชั่วโมงละประมาณ 20 เที่ยวบิน มีผู้โดยสารเฉลี่ยชั่วโมงละ 3,000-4,000

สำหรับปัจจุบัน มีชาวต่างชาติเดินทางเข้าประเทศไทยทั้งทางอากาศและทางบก เฉลี่ยวันละประมาณ 45,000-50,000 คน และมีแนวโน้มสูงขึ้นเรื่อย ๆ ถือเป็นสัญญาณทางเศรษฐกิจที่ดีของประเทศไทย หลังสถานการณ์โควิด
